I would like to make Heroin usage seem unattractive, especially for young people. I would like to think, we have many tools with which we can use to achieve this objective, and that we should be open minded on which tools we use. We should not, and cannot, afford to be dogmatic about this. If by unattractive you mean, arresting people, locking them up, taking away their benefits or some other form of harsh punishment, then we have been trying this approach since the 1971 MoDA.
There is evidence from other countries that another way would bring us greater success. But it does mean shedding the dogma of prohibition and using law enforcement as your principle tool for drug policy.
